Property can be blighted and development plans can be adopted under
the provisions of Chapters 99, 100 and 353 of Missouri law as accepted, adopted and
implemented by city ordinances. Various other state statutes and city
ordinances also provide additional redevelopment tools.
- Generally, the owners of real property within
redevelopment plan areas are eligible for tax abatement
and/or
industrial revenue bond (IRB) financing as incentives to improve their
property to conform with the redevelopment plan.
Conversely, however, they may be forced to sell their property if the
"power of eminent domain" is granted to the Land Clearance for
Redevelopment Authority (LCRA), the Planned Industrial Expansion
Authority (PIEA), or a designated developer by the redevelopment plan
ordinance.

State laws are codified as the _Revised Statutes of the State of Missouri
- General city ordinances are codified as the Revised Code of the City of St.
Louis, Annotated (Revised Code)
- The Saint Louis Public Library maintains unofficial electronic versions
of the Revised Code and city ordinances adopted after 1990
(starting with Ordinance 62284).
- Blighting and development plan ordinances are not codified. However,
if you know a specific blighting or development plan ordinance number,
the Library may provide an electronic version of that ordinance.
Please remember that the Library currently maintains only those
ordinances with numbers higher than 62283.

- The "Urban Redevelopment Corporations Law" is codified as Chapter
353, RSMo.

- The Land Clearance for Redevelopment Authority (LCRA) was established by
Ordinance 45977 (not codified).
