the development issues Tom mentions have been important for
decades, yet, very little has been done....it is very easy to
give a report on all these....erosion, education, infrastructure,
banking arrangements, grassroots development...none of this is
new.....
but, without large infusions of real dollars, what can be done?
and, where will the real dollars come from? international commercial
banks are not interested in loans, given the level and
type of instability, their are serious problems with accepting
the structural adjustments demanded by the IMF, which, if met,
would bring in something like one billion dollars...
but, the most serious problem is not just the personalities and
power struggles, rather, it is the basic institutional structures
that are corrupt....
would the one billion be spent properly? meaning, using what was
not required for foreign debt for purposes such as education,
infrastructure, medical clinics, etc?
isnt this the real problem?
