#1435: How can one get visas to Haiti? (fwd)

For those that live in Ethiopia, Phillipines or other
places that do not have a Haitian consulate or
embassy--how does one obtain a visa?

Please tell me that they would be issued at the
airport in Port au Prince!  Is there someone to
contact to obtain a letter stating Haitian policy on
this?
