It is unfortunate that Hiaasen did not bother to explain that US immigration
laws are changing......even the law allowing Cuban exiles in changed in
l996, as i recall.....
welfare reform in the US is having and will continue to have a direct effect
on immigration from Cuba, Haiti, the DR, all of Central America and from
whereever else......
this is not politically popular with immigrant groups, but it is
reality.....and, the primary reason is the huge public assistance costs that
have to be borne when uneducated and illiterate people come into the
US.......and, especially Florida, where i am from......
