INTERNATIONAL RELATIONS CONFERENCE
Small States in a Changing World
Tufts University's Program in International Relations will host a
student international relations conference from March 31 to April 2,
2000 on the theme Small States in a Changing World: Globalization,
Regionalism, Culture and Identity. The purpose is twofold: 1) to
articulate the challenges facing small states in today's complex
world, and 2) to involve conference participants in plenary events and
panel sessions that formulate possible resolutions to these
challenges.
-- Participatory Format
Panel sessions facilitated by scholars, practitioners and creative
artists will allow students to view the world from the perspectives of
small states, examine varied expressions of culture and identity, and
explore alternative arrangements for bottom-up globalization. The
conference is organized around four threads:

* Sources of War/Cultures of Peace in Small States
* Trade and Equity Markets in Small States
* Globalization and Local Cultures

ESSAY COMPETITION
Small States in a Changing World
A Student International Relations Conference
Tufts University=s Program in International Relations will host a
student conference from March 31 to April 2, 2000 on the theme Small
States in a Changing World: Globalization, Regionalism, Culture and
Identity. The purpose is twofold: 1) to articulate the challenges
facing small states in today=s complex world, and 2) to involve
conference participants in plenary events and panel sessions that
formulate possible resolutions to these challenges.

The conference organizers have launched an essay competition to
identify students and young social change entrepreneurs from small
states who can enrich the deliberations with local knowledge. Essays
should highlight personal experiences, illuminate alternative
perspectives, present an innovative project, or focus on strategic
actors in small states. The top five winners will travel to Tufts
University in Medford, Massachusetts (near Boston) and address a
plenary session of the conference.
Essay Question:
The ancient Greek historian Thucydides wrote that the strong do what
they will, while the weak suffer what they must. Can citizens of
small states have an impact on the world scene in this era of global
markets, global culture and global citizenship? Drawing from your
personal experience or your knowledge of actions taken by others in
your region of the world, explain how someone from a small state,
acting as an agent of social change, is either creating global or
regional linkages, or working to create a local application of an
international normCfor example, human rights, racial and gender
equality, environmental protection, or the elimination of genocide.
Eligibility Criteria:
Participation in the Small States conference is open to all who
register. However, the essay competition is restricted to students or
young social change entrepreneurs who are nationals of a small state
and currently living either at home, or in their region, or in another
country outside their region of origin. This is an international
travel award. Residents of the United States are not eligible.
Guidelines for Submission:
Essays must be approximately 2000 words in length, typewritten, in
English, and double-spaced. The deadline for receipt of all entries
is February 11, 2000. Mail, fax or e-mail the essay to:

Small States in a Changing World
A Student International Relations Conference
Tufts University=s Program in International Relations will host a
student international relations conference from March 31 to April 2,
2000 on the theme Small States in a Changing World: Globalization,
Regionalism, Culture and Identity. The purpose is twofold: 1) to
articulate the challenges facing small states in today=s complex
world, and 2) to involve conference participants in plenary events and
panel sessions that formulate possible resolutions to these
challenges.

artists will allow students to revisit the dominant paradigms of
international relations, examine varied expressions of culture and
identity, discuss the internal dynamics of power, and explore
alternative political and economic arrangements for bottom-up
globalization.
-- Student Papers on Small States and Global Forces
An important feature of the conference will be student papers and
presentations that explore relationships between Small States and
Global Forces. Undergraduate and graduate students are invited to
submit proposals that address small states and global forces in terms
of one of the following topics:
* The Global Economy
* Culture, Ethnicity and Nationalism
* Domestic Institutional Development
* Peace, Security and Diplomacy

Send a brief abstract (1 page maximum) of the proposed paper along
with a curriculum vitae to the address below by fax, e-mail, or
post. Entrants must include a statement from their department
describing their current standing. Please include an e-mail address or
a fax number with your entry.
-- Deadlines for Submission
Abstracts must be received on or before January 31, 2000. They will
be reviewed by a committee of faculty and students. Individuals
selected to present their papers at the conference will be notified by
February 10, 2000. The completed paper must be in by March 15, 2000.
-- Length and Format
The completed paper should be no longer than 15,000 words, not
including notes and references. Preference will be given to clearly
written entries accessible to a broad audience. Papers must be
typewritten.
