Mixed Caribbean report card

Bridgetown, Barbados, CANA - Caribbean Community
(CARICOM) member countries are now reviewing a
mixed report from the US on the respect law
enforcement authorities displayed for human rights
last year.

The assessment of the way police in 14 CARICOM
member states handle suspects and go about criminal
investigations ranges from unblemished records in
places like Antigua and Barbuda, Dominica, Grenada,
and Trinidad and Tobago and St Kitts and Nevis, to
accusations of arbitrary killings by law officers in Guyana,
Haiti, and Jamaica.

While saying there were no reports of political or extra
judicial killings in Antigua, Dominica, Grenada, St Kitts,
Trinidad and St Kitts, the State Department blamed law
enforcement agencies in Jamaica, Guyana, and Haiti for
a total of 266 deaths of civilians during 1999.
