One issue Bob is the following:

If HAITI, formely know as the french colony of ST DOMINGUE obtained
its independence from FRANCE.  Now President CHIRAC is more than welcome
to give back the money that Boyer gave FRANCE.

Anyway, REPARATION will have to be made from Old colonial powers for the 
years of slavery.  I am not holding my breath, but time has a way 
to set everything right.
