That was fine in the old system since the former Duvalier employees (and
some of the current gov't people) paid themselves as much as they wanted to
steal from the taxpayers and instituted private tax systems on their
neighbors. In some places that's called embezzlement and extortion. That's
how public employees who earned $200 a month could build big houses, save in
foreign banks, send their children to study in Europe, and drive big cars.
What does merit mean, any way? Who decides the meaning of merit?
