I receive this letter by email from Pierre Espérance of the National
Coalition for Haitian Rights addressed to the director of the Judicial
Police. As the concern it addresses appears fairly urgent, I have banged
out an UNOFFICIAL translation to share with the list and appended the
text of the original French version.

Monsieur le directeur,

I take this opportunity to inform you that Wednesday, March 15, 2000,
employees of the National Coalition for Haitian Rights noticed two men
in a gray Toyota pick-up remaining more than two hours in front of the
gate of NCHR to observe all things taking place in the courtyard of the
organization and left without speaking to anyone.

Please note that several days later, Tuesday, April 4, 2000, they
returned, still in the gray Toyota pick-up and remained about one hour
before leaving. On this occasion, both wore black sunglasses and one of
them wore a hat covering half his face.

I draw your attention to the fact that the present situation of
violence, attempted assassination and assassination which prevails in
the country, obliges me to ask you to lead an inquiry to learn where we
stand on this issue, all the more so as on March 8, 1999, after human
rights defense organizations received death threats, it was just a few
meters from the office that armed men shot me and, up until now, the
investigation led by the Judicial Police has reveiled nothing on this
attempted assassination.

I am concerned about the safety of NCHR personnel and the presence of
these men in front of the office has a negative impact on the work of
the employees.

I ask you to please agree, Monsieur le directeur, to accept the
expression of my distinguished consideration.

Monsieur le directeur,

J'ai l'avantage de vous informer que le mercredi 15 mars 2000, certains
des employés de la Coalition Nationale pour les Droits des Haïtiens
(NCHR) ont remarqué que deux (2) hommes à bord d'une Toyota pick-up
grise sont restés plus de deux (2) heures en face de la barrière de la
NCHR à observer tout ce qui se passait sur la cour de l'institution et
sont repartis sans avoir adressé la parole à quiconque.

Je vous prie de noter que quelques jours après, soit le mardi 4 avril
2000, ils sont revenus, toujours à bord de la Toyota pick-up grise, et
sont restés environ une (1) heure avant de repartir. Ce jour-là, ils
portaient tous deux des lunettes noires et l'un d'entre eux portait un
chapeau qui lui recouvrait la moitié du visage.

J'attire votre attention sur le fait que la situation actuelle de
violence, de tentative d'assassinat et d'assassinat qui prévaut dans le
pays m'oblige à vous demander de mener une enquête pour savoir à quoi
nous en tenir à ce sujet d'autant plus que le 8 mars 1999, après que des
organisations de défense des droits humains aient reçu des menaces de
mort, c'est à quelques mètres du bureau que des hommes armés ont tiré
sur moi et jusqu'à présent l'enquête menée par la police judiciaire n'a
rien révélé sur cette tentative d'assassinat.

Je suis préoccupée par la sécurité du personnel de la NCHR et la
présence de ces hommes en face du bureau a un impact négatif sur le
travail des employés.

Je vous prie de bien vouloir agréer, Monsieur le directeur, l'expression
de ma considération distinguée.
