Well, now... to be fair, Aristide was restrained from instituting the kind of 
"weapons recovery" program that would have actually worked, by interests 
within the US government.  And it doesn't bother me that he has former Army 
members in his guard - there were pro-Aristide factions in the Army from the 
beginning, as we all know.

It is certainly true that failure to disarm former FAd'H has resulted in a 
crop of "attaches" and "zenglendos" and so on.  That is not Aristide's fault 
- those men were murderers when they were in uniform, they remain murderers 
today.  Aristide did not create that phenomenon, but when he becomes 
President again in 2001 he will be empowered to put an end to it once and for 
all.
