The website, with details of the famous list, is:

        www.geocities.com/cnsphaiti

It appears to be part of a private fantasy of someone called Dr Wisler
Marcellus and to be in the good old tradition of the "house parties" --
"political parties" which are little more than the "leader's" relatives and
friends, all of whom can supposedly fit inside a single house.

The site is in French.  There's an article pointing out the eccentric
nature of the site in the current issue of Haiti-en-Marche, which can be
consulted online (also in French).
