Shouldn't Manus and the original election 2000 CEP be deciding which which
parliamentarians should go for runoff elections. Where did this arbitrary
number of six  come from? Only if the the original 2000 CEP can come back
under full security and  finish their jobs will we know if Aristide is
really
willing to take these first difficult steps away from the Cult of the
Personality, wherein he makes all the decisions and controls all the
power.
