The dates could have been proofed better in the press release, which states
that Gen. Avril was arrested pursuant the warrant of Juge d'Instruction Juge
d'Instruction "Gerard Gilles, on March 27, 1996."

Avril is charged with responsibility for human rights abuses during his
"military rule of September 1998 until March 1990" both for the injured
victims and "victim, Fernand Gerard Laforest [who] died tragically in 1999."
