NCHR criticises the functioning of the Haitian justice system - Radio 
Metropole, 28 August, 2001

The National Coalition for Haitian Rights (NCHR) is very critical of the 
justice system and on 28 August - the occasion of the seventh anniversary of 
the assassination of Father Jean Marie Vincent - draws the attention of the 
Haitian authorities to some important cases,

In a letter addressed to the Minister of Justice, NCHR deplores the fact that 
actions against the authors of this crime have still not yet been set in 
motion. Citing other assassinations that have taken place in Haiti, the 
organisation denounces what it calls the "tendency to take crimes for 
granted" regardless of human dignity, and the "systematisation of impunity."

In its correspondence, the NCHR calls on the Justice Minister, Gary Lissade, 
to issue instructions so that the authorities will begin proceedings against 
the authors of the assassination of Father Jean Marie Vincent. It also takes 
the opportunity to ask the judicial authorities to inform the public on the 
state of inquiries into the massacres at Jean Rabel, Piatre, Danty, Fort 
Mercredi, and Cité Soleil. 

NCHR calls on Justice Minister Lissade to form a special commission charged 
with identifying, locating, and submitting to justice the authors of 
notorious crimes such as the killings of Chenel Gracien, Yvon Toussaint, Amos 
Jeannot and Jean Hubert Feuillé.

Father Jean Marie Vincent, a friend of Jean Bertrand Aristide and the 
Struggling People's Organisation, was shot dead on 28 August 1994 in 
Port-au-Prince at the door to the Montfortains' residence near the St Louis 
Roi de France church in Turgeau.
