Guy Antoine notes from his source that as of 3/2001
$1.5 million was owed on IDB loans approved and not disbursed.

One question, Would anyone know if the funds are currently earnings interest (for Haiti) until they are disbursed? This would be similar to commercial loan funds held in escrow. Interest is earned and interest is owed.. Just curious
