Taking Hyppolite Pierre's proposals a step further, does anyone know what
became of the plans a few years ago to set up a "skills bank" among
diaspora Haitians, who might then be persuaded to return to Haiti to
exercise their professions for the good of the country?  There have been a
couple of conferences in Haiti for diaspora businesspeople organised by the
GOH in recent years, but it seems most of those folks went away
unenthusiastic.

But what about the skills bank, what became of that?
