Here is my take on this Neptune's nationality issue. This proposed solution
can satisfy everyone at once.

If for a fact Neptune is not of the Haitian nationality and he is a
naturalized citizen of USA or Canada or any other nation he still can stay on
board either as a designated Prime Minister or as a temporary caretaker for
the government of Haiti.

Meanwhile this present Lavalas legislature can vote what Aristide has long
been giving lip service to and that is double nationality for Haitians who so
desire. Once that is done, Neptune can then regain his original Haitian
nationality and be nominated Prime Minister "nunc pro tunc."

Et voila!

There have been posting here indicating that Neptune as a Haitian, has a
double nationality. That is loose talk and in fact legally impossible. If
Neptune is Haitian he cannot have double nationality because the present
Haitian constitution does not allow such.

Presently Neptune can have double nationality but with none of the nations
being Haiti because Haiti, at the time of this writing, does not allow double
nationality for its citizens.
