I'm Wes Whatcott (westsand@redrock.net) runs an adoption agency and has
actually arranged a 16 year old to be "sponsored" rather than adopted
from Haiti.    I don't believe adoption is allowed at that age, but
sponsoring is.       Wes can probably give you more information.
