Absolutly wrong a friend a mine just go recognised NGO, but he had the
tax exempt first. You have to deal with the ministere du Plan, and
foreign affairs and of course the customs. It takes ages and all
corespondance should be well documented (lots of official papers +
stamps). It says that now the president is taking a close look at all
files...
