Aristide should not be acting under false pretences. In the past, Ronald
Cadavre has been arrested and released after one or two weeks. More concrete
actions most be taken. To be in compliance with the OAS resolution 806,
Aristide must:
Release all political prisoners.
2. Return all the persecuted and exiled journalists to Haiti, paid
and compensated by the state.
3. Return and reinstall Leon Manus as the constitutional president of
the Provisional Electoral Council and Emanuel Charles as member.
4. Renew judge Claudy Gassant’s mandate as the examining magistrate
over the journalist Jean Dominique’s assassination. His life should be
guarantied by JBA and his security by the OAS.
5. Arrest and trial the 63 suspects implicated in the journalist
Brignol Lindor’s assassination in Petit Goave.
6. Arrest and trial the “Domi Nan Bwa’s” members, responsible for the
journalist Brignol Lindor’s assassination in Petit Goave.
Arrest and trial the “Bale Wouze’s” members, in Saint Marc responsible for
death threats against the secretary general of the Haitian Journalists
Association.
8. Arrest and trial the KIOP’s members responsible for violence in
Port-au-Prince.
9. Arrest and trial the JPP’s members responsible for violence in
Port-au-Prince.
Arrest and trial Ronald Cadavre, Paul Raymond, Rene Civil, Toussaint Hilaire
responsible for assassination, violence, threat and intimidation, pending a
complete list of those responsible for state terrorism in Haiti. These
dangerous people have been arrested in the past and released by special
order of JBA. While those ordered to be released by the judicial system are
still in prison.
11. Arrest and trial lafanmi lavalas’ members responsible for violence,
political assassination, the rice and galvanized corrugated iron scandals.
Appoint an independent commission to investigate on acts of terrorism,
illicit enrichment, within the last 36 months, including the December 17
carnage. This commission must have: human rights’ organizations
representatives, members of the press, members of the Protestant Church, and
members of the commission “Justice and Peace” of the Catholic Church.
Guarantee the security for 9 manifestations that will be organized by the
political parties, and the civil society throughout the country before March
31st. To prove that Aristide no longer support repression and violence.
Dismiss all police officers responsible for human rights violations,
political kidnapping, thief of drugs and extortions.
Initiate the creation of an international permanent mission to monitor the
human rights situation in Haiti.
Arrest and trial those who pillage and set on fire the headquarters of the
political parties, and the private residences of their leaders and members.
17. Arrest and trial those who pillage and set on fire the private
residences of journalists, pastors and other victims.
Arrest and trial Guy Paul and Henry Claude Menard for complicity in the
Brignol Lindor’s lynching. To justify the lynching, Brignol Lindor was
accused by them to be a member of the Democratic Convergence.
Apply immediately the private sector’s requests.
Apply immediately the civil society’s requests.
Apply immediately the political parties’ requests.
Apply immediately the journalist associations’, the Haitian and foreign
human rights associations’ requests.
Disarm the lavalas partisans, the “chimères”, the paramilitary forces, the
14 years old children armed and used by the lavalas’ regime.
Provide access, to the Convergence investigative commission, to files,
films, photos and witnesses (officials and civilians), pertaining to the
December 17, 2001 terrorist events’ investigation.
Aristide should in good faith before May 30th 2002, complete all of the
above or resign.
