Absolutely. But Haiti did not invent government prosecutors re-arresting
suspects for secondary crimes in order to keep them off the streets. It
happens in every major city of the United States each and every day.....does
this mean that my government is acting illegally as well by using this time
honored prosecutorial tactic against criminals?
