a1812: collective land use (fwd)

Charles Arthur describes the following collective land use scheme:
"In the north of the country the National Peasant Movement of the Papaye
Congress (MPNKP) pressurized the government into giving 6,000 carreaux to a
peasant group which used the land in the following way: 1 carreau was
allocated to each peasant for their individual use; 1,000 carreaux were set
aside for reforestation; and 2,000 were allocated for collective use,
including collective animal husbandry and manioc cultivation. Some of the
land will also be used for a school, a clinic, a sports field, collective
mills for grinding manioc, and a sugar-cane refinery."

Can anyone tell me more about this particular project, i.e., where it is,
whether it has been successful, more specifics on the land tenure
arrangements, and whether there are any articles written about it. Thanks
