Coming from earthquake country and being very blasé about such things,  let
me assure you that a 3.9 earthquake is very minor and unless something was
going to fall down anyway, would do little or no damage.  It certainly would
not be felt as far away as Haiti.  Possibly small tremors could be felt
within a hundred mile radius of the epicenter and the further away, the more
rolling and gentle in nature.
