What resistance? I have seen nothing to suggest that this had the least
effect on US policy calculations.
The failed "Harlan County" episode, the lengthy planning process for an
intervention that began shortly afterward, Randall Robinson's fasting, the
desire to win Black Caucus support for domestic policy initiatives, the
dawning recognition that sanctions were not working, and the momentum
created by a massive military buildup were the main contributors to US
policy in 1994.  The fundamental attitude of the Haitian people was one of
expecting the US military to act sooner rather than later, not of resisting
on their own.
