Back up your claim.  What/who, exactly, are your sources?  Give dates.  What
are the $ figures/resources allocated?  What is the "security"?  What are
the "assurances", and how do you know they were received?  IF the judge has
not responded, WHY do you think (since you cannot absolutely know) he has
not responded?  What query, exactly, did 30 September make?
