A contact of mine, after befriending a Haitian in a local correctional
institution, reports that he has been detained by the INS and will soon be
deported to Haiti. The Haitian is afraid because he has no one "to stand for
him and pay for his release from prison" in Haiti.

Does anyone know what the process is on the Haiti side?
Is there any ministry that works with repatriates that might intercede for
him?
