The OAS plan is not workable for Haiti’s current
condition. Haiti needs a total tune-up. I object any
early election if it is not across the board from
President to the cassec; a judge must rule on that
since we are talking about democracy not demagogy and
according the Haitian constitution the president is
there only for ceremonial activity, the prime minister
should have the real power. Haiti needs to put in
place a serious prime minister not a puppet. I read
the Haitian constitution; the Haitian president does
not have the authority to reduce the term of any
elected official. If he wants to reduce his term or
even resign that his business but talking about
reducing someone else term is a new ball game, then
the country will have a constitutional problem. The
parliament must vote on it and some senators might
team up and impeach the president for violating the
constitution. And Guess what the country will not have
a constitutional problem; automatically the president
of the highest court will take over and organize
presidential election in 90 days.
And also, Mr. Aristide does not have to rush in
organizing any election, when his term expired or when
he decides to leave office voluntary a coalition
government will take over, but prior to that the
president of the cour of cassation shall become
president.
We have to respect the constitution.
The Haitian congress has not yet involved in any
negotiation or vote on anything yet. As far as I know
the presidency is one branch of the government, the
legislative is another branch and the justice. The
bottom line the Haitian congress must vote on
accepting the OAS plan. The Haitian president does not
have the final word, the Haitian congress does. The
agreement between Mr. Clinton and Mr. Aristide was a
personal affaire, and the agreement between Aristide
and OAS is personal, this has nothing to do with Haiti
if the Haitian congress does not validate it. A vote
must be help after several public debates. Anyone
trying to undermine the power of the legislative
branch should be impeached. Reduce unilaterally the
term of an elected official is an impeachable offense.


To prevent all this: Form a coalition government, Mr.
Aristide if he behave reasonably should be allowed to
remain president with condition the opposition control
the number 2 post (Prime minister) with full power; 2)
form a cabinet with responsible people; 3) a security
council of 10 members to oversee the work of the
president, the prime minister and the cabinet( each of
these members should come from a different department
and must live in that area); The prime minister who is
the head of the government upon taking office must
reform the police force and remove officers who are
involved in politic, reform the judicial system and
forgive everyone. That new coalition government must
put in place a professional armed force to keep the
Dominican Republic on notice that any move will result
in a second occupation.
