A new proposition to solve the Haitian crisis
Many might laugh at the Convergence latest proposition
but if you take a deep look at it, these folks had
finally recognized the presidency of Mr. Aristide,
which is a step in the right direction. He must
complete his term. Whether a call is made for a
coalition government or not, he must remain president.
The number 2 post shall not go to the convergence but
to a neutral third party or individual. The President
and a new security council shall negotiate to appoint
a new prime minister. We have to be flexible; any
compromise solution must lead to a new government.
There is no reason to rush; at this critical moment we
cannot put BAND-AID we shall find a way to resolve
this crisis once for all. And we don?t have to go too
far, the same method that had used to form the CEP
that had organized the 1990 election can be used to
put in place a coalition government and a security
council.
This coalition government shall remain in place until
the inauguration of the new President on Feb 7, 2006.
Its mission is to organize a general election in
November 2005; these folks will have enough time to
put structure in place prior organizing the next
presidential election. Once the coalition takes over,
the Haitian congress will cease its function, all
mayors and other elected official will be replaced in
due time; priority will be given to those who had
misused their post.
ARTICLE 289:
Awaiting the establishment of the Permanent Electoral
Council provided for in this Constitution, the
National Council of Government shall set up a
Provisional Electoral Council of nine (9) members,
charged with drawing up and enforcing the Electoral
Law to govern the next elections, who shall be
designated as follows:
1) One for the Executive Branch, who is not an
official;
2) One for the Episcopal Conference;
3) One for the Advisory Council;
4) One for the Supreme Court;
5) One for agencies defending human rights, who may
not be a candidate in the elections;
6) One for the Council of the University;
7) One for the Journalists Association;
8) One for the Protestant religions;
9) One for the National Council of Cooperatives.
A security council shall be formed using this format,
its job is to supervise the work of the president and
the coalition government and oversight any foreign
loan.
That Security Council will nominate regional
representatives as well as mayors and city council.
one year after taking office the security council
shall create a 21 members constitutional committee to
rewrite the 87 constitution. It was written with too
much passion and with bad intent.
Some are going to talk about the constitution but the
same constitution had called for a professional army.
