Resolution 822 and the Haitian parliament

The president has no right whatsoever to reduce the
term of any elected official. Hours after the passing
of this new resolution, there were some types of
jubilation within the Lavalas family but the lavalas
control parliament may not go with it and I will not
blame them. You don’t take decision that can affect
others without getting them involved; that de facto
parliament may deliver the final blow to the
President. I strongly believe the Haitian Parliament
must vote on that Resolution and this should teach
folks who are fascinating in taking unilateral
decision a lesson.
Any reduction of term has to be across the board,
period. These folks were elected to do their job like
the president, I don’t see anywhere in the
constitution where the executive can short-circuit the
term of the congress.
Analysis:
Everyone is defending his/her own interest, these
folks are not loyalist to the president, they had used
the Lavalas party to get elected but these folks are
not Lavalas, 80% of them don’t have a chance to get
reelected, 70% of them cannot even go back to their
own constituent. So they are going to make a
statement.
This de facto congress has the power to impeach the
president for violating the constitution.  Clearly,
the executive is wrong in reducing the term of the
congress while planning to spend five years in office.
This is nonsense. The government has three branches:
the Executive, judiciary and parliament. The president
can reduce his term; can resign at anytime without
anyone else consent but he has no right to reduce the
term of the parliament. We expect a showdown and this
de facto congress has the right to short circuit the
term of the president.
We are about to experience a new twist in the Haitian
saga if the congress challenged the unilateral
decision of the executive: get your ticket and enjoy
the show. Now this de facto congress is about to take
action and the opposition will add more fuel in it.

Problem:
Resolution 822 had called for the arrest of the OP the
executive strong hold, would this ever materialize?
The latest incident at Gonaives is a clear indication
that the government cannot meet that demand. The EU is
not going to release any assistance until 806 is fully
implemented. You can expect the United States to side
with EU.
Soon the Euphoria of the latest OAS resolution will
fade away and the misery of the poor will continue
while the Lavalas and the Opposition are exploring
their next move.

Solution:
We know that 822 an upgrade of 806 is not going to
work.
My POV: Haitians folks shall move beyond the December
incident (do not waste time on anything that won’t
ever materialize); establish a coalition government; a
new prime minister this person shall not be a member
of the Lavalas nor the Convergence let say a neutral
person. The Lavalas government must share power and
the opposition shall behave responsibly.
Since the creation of the OAS, that organization had
never done anything positive, everywhere these folks
go they create a mess. Don’t forget that organization
had expelled Cuba from this continent while keeping a
bunch of dictators like Duvalier, Somoza, Trurillo, Ar
and co. and so on
