In his "L'ecroulement du mythe nationaliste" (1934) Jacques Roumain
refers to a "law on retail commerece" and "the Jolibois-Cauvin
legislation project," apparently part of the nationalist platform of
1930, then buried along with promises to manufacturers of alcohol,
agricultural workers, and marketwomen.  Roumain takes for granted that
his readers know the details.  Where can I find the full story?
