in light of the deteriorating situation in haiti, one wonders about
accountability for statements made in public. not too long ago,
communication's minister mario dupuy made public statements to the effect
that there were already six names out of nine ready for announcement in
regards to the new provisional electoral council (CEP). subsequently,
several groups, supposed to name representatives (catholic, protestant, and
episcopalian churches, human rights organizations, democratic convergence,
and other political parties not part of the convergence among them),have
stated publicly that they have not yet presented any names for the CEP. i
wonder where the minister got the six names from... I can understand if he
chooses not to reveal the names, but maybe he should just announce what
sector they represent... Now it seems that the government has taken a new
approach by reminding the public that if any group chooses not to name a
representive by the deadline, there are mechanisms that can be applied to
replace that group in the council. if the government chooses to replace
five representatives, i wonder if mario dupuy will have the decency to
correct his earlier comments.
furthermore, no updates have been given to the recapture of 150+ prisoners
that escaped in gonaives (early august). culture minister lilas desquiron
is quick to remind everyone that the government does not possess a magic
wand. maybe they should have thought about that fact before they allowed
some of these situations to get out of hand. the government is at the heart
of many of the political problems today. namely, the negociations stemming
from the problems in the 2000 elections, disarmament (they were distributing
weapons to members of their grassroots organizations), reparations for the
incidents of dec 17, 2001 (members of their political movement were at the
heart of the destruction, not to mention the oas report which stated that
attack was not a coup attempt...)
police spokesman jean dady simeon stated that operation hurricane 2 was a
success and that there were siezures and arrests made. the american
ambassador stated that this was not true... who is lying in that case? in
his interview, he had many interesting comments in regards to the government
and their policies... many of the people who are taking a quasi-patriotic
view to his comments (saying that he has no right to interfere in local
affairs) were not so vocal when 20k+ troops occupied this country in 1994...
lastly, i wonder if there was any truth to the rumor of nationalizing dollar
accounts in haiti. there is a haitian proverb that says, when translated,
there never is smoke without fire...
