First let me answer your question:

Of course there are so-called "whites" that have helped Haitians, as there
are Haitians that have and are helping "whites" all over the world  - Sorry
to put it so, but what is the point of this question?

To avoid undue confusion, let me clarify the following: if one were to ask
me whether "white"-dominated nations have helped Haiti, I would answer
without hesitation "NO ! Not as far as the historical record show".

And that's exactly what is often missed in the discussion of white
supremacist racism as it affects Haiti or other black dominated societies in
modern times. It is not a matter of individuals but of race consciousness
that is active at a collective - state level.

For instance, Raphaël Dufour, the former French Ambassador to Haiti
heroïcally jumped to help save the life of Haitian President Jean-Bertrand
Aristide during the CIA-FAdH coup of 1991. This is a clear instance where a
"white" human being behaved more than honourably - heroïcally in fact,
towards a fellow human being who is "Haitian". And because it was the
Haitian Head of State, one could say Mr. Dufour helped the entire Haitian
Nation.

So, of course, there is no doubt in my mind that Haiti has seen countless
acts of humanity (and yes, that's what it really is!) from so-called "white"
  human beings (not long ago I mentioned on this list my sincere admiration
for the work of Dr. Paul Farmer and others...)

However, it must be said that since their existence, the United States of
North America, THE STATE OF FRANCE, Germany, Spain etc...have always had
governments that defended the interests of the dominant class of their
societies. And, since these sosieties were built upon and are still governed
(to various extent) by the ideology of "White Supremacy", it is only normal
that we see the fingerprints of this (stupid but very real) ideology in
foreign policies adopted by these States towards Haiti as well as other
black poluplated nations which they have plundered over centuries to build
their prosperity.

So, when for instance, yourself as a so-caled "white" American (I presume)
you wrote:

"I have, at various times traveled in all the areas that I received warnings
against going to with no apparent danger.  Perhaps i was too stupid or
unconscious to realize I was in danger.  But I don't think so.  I usually
travel via tap-tap or kamyon and have never found even any impolite conduct
or comments".

Of course, you are neither stupid or unconscious John. What you see is
absolutely right. You are being systematically discouraged to go spend your
U.S. dollars in Haiti - and it has nothing to do with your personal safety
being protected by your government. They couldn’t make it any clearer than
this “There are no Safe areas in Haiti !”. So, what you may have failed to
recognize is the FACT that YOUR GOVERNMENT is thus continuing what it has
always done during its over 2 centuries of existence: WORKING TO UNDERMINE
"BLACK" SOVEREIGNTY, all over the globe. It took 40 years to find out (for
sure) how Patrice Lumumba was murdered - perhaps after another 40 years we
will finally analize and admit WHY he was Assassinated, how and why the New
Jewel Movement of Maurice Bishop was crushed in Grenada etc… However, How
long will it take before we understand why Haiti has lost Antoine Izmery,
Guy Malary, Jean-arie Vincent, Jean Dominique and more than likely, will
also lose Jean-Bertrand Aristide, physically? (note that many think we have
already lost him ideologically-speaking)

Let's be clear folks. No one is stupid, these consular warnings, the
Haiti-bashing campaign, the (via OAS) Kabila-like coup d'état in the
making... do not target a single black man in the person of Jean-Bertrand
Aristide. No more than the Zimbabwe-bashing campaigns aim at helping
"democracy". We all know this! It is a whole people that certain,
unfortunately, powerful "white" heads of states (some of them ill-elected!)
want to crush and humiliate. As we speak, everything is being put in place
to sponsor a major outburst of fraticidal violence in the empovrished nation
– and, of course, as was done in Rwanda and Sierra Leone, the right people
will be nicely flown out by helicopter….

The more we have human beings (of all melanin concentrations) who decide to
come out of their comfort zone to denounce the outrageous strategies being
used by Baby Bush, Otto Reich et. al. to undermine African Peoples
Sovereignty, all over the globe, the better it will be for us all on this
little blue planet of ours. Stand up and stand out to give a chance to
peace!
