One of many victims:

 At 9:20 p.m., Pascal Charlot, 72, a retired carpenter who had immigrated
 from Haiti, was shot dead near a bus stop in northeast Washington. A
 witness reported seeing a beige Chevrolet Caprice flee the scene. The
 Washington police did not release information about the Caprice until
 four days after the shooting, but the report was discounted as the search
 for a white van gained momentum.
