Another plausible scenario, other than that offered by Raymond Joseph and in
light of Roger Noriega's recent statements, is that the Haitian refugee
issue is being used by the Bush Administration to further discredit
President Aristide and Lavalas.
The most compelling evidence in this direction was the statement made by
Rep. Carrie Meeks that the refugees are victims of "repression". By
continuing to deny asylum to Haitian refugees it forces many of the
organizations sympathetic to their plight to work even harder to make a case
that systematic political repression exists in Haiti today. In so doing,
they further erode the reputation of the GOH and the Lavalas movement while
sowing further confusion and division among Haitian communities abroad due
to the highly emotional nature of the issue. It leads well-meaning folks to
make the case for systematic political repression and straight down a
simplistic path nurtured by the spin doctors of the US foreign policy
establishment related to events since the elections of 2000.
In doing the homework, it seems clear that such a strategy is not beyond the
thinking of great minds such as Elliot Abrams, Roger Noriega, Otto Reich and
Lino Guttierez.
