Paul, good post, except that Aristide is NOT MORE popular now than a year
ago. I had this same conversation with a few friends recently. I was
particularly shocked that nocturnal life has returned to some sense of
normalcy. Yet the gov't has done precious little to remind people of that
fact. The reason is simple. Officials don't know how to trumpet  these
positive achievements because  you have a government with no real agenda and
consequently are always reacting to crisis and cannot articulate its
achievements, small or big.
