I had heard from friends in Haiti about the fuel shortage.  I don't have
any
hard information - this is more of an educated guess - but I suspect that
the
shortage is not a problem caused on the Haitian end.  Most fuel used in
Haiti
comes from Venezuela. (although it is first refined in Curacao or Aruba.
I
forget which island has the big refineries.)  Because of the general
strikes in
Venezuela, oil production there is at a near standstill.  In fact,
President
Chavez recently asked Brazil to send gasoline TO Caracas.  Although Haiti
could
buy fuel elsewhere on the spot market, that takes time to arrange, even
under
the best of circumstances.
