Dear President Aristide:
We, the undersigned members of the International Alliance
for Justice for Jean Dominique, are horrified to learn of the
Christmas Day assassination attempt against Mr. Dominique's
widow, Michele Montas, and the resulting death of her
bodyguard, Maxime Seide.
For nearly three years since the murder of Jean Dominique
and his employee, Jean Claude Louissant, our organization
and others around the world have been calling for justice in
this case. We feared that without a thorough and trust-worthy
investigation, Haiti was bound to experience further violence.
In fact, since Mr. Dominique¹s death, repression of the press
including the mob slaying of reporter Brignol Lindor has only
grown. Your government has been ineffective in curtailing this
stunningly anti-democratic movement. Even more disturbing,
this violent repression has often been attributed to groups
associated with your own political party, Lavalas.
Now, the attack on Ms. Montas and the death of Mr. Seide
must be seen as only the most recent example of how the
absence of justice has led to an atmosphere of brazen impunity.
Mr. President, we ask that the indictment in the case of Jean
Dominique and Jean Claude Louissant still not made public
despite government promises that it would be released by the
end of 2002 -- be presented to the Haitian people immediately
and that the killers be brought to trial.
We ask that the Christmas attack on Ms. Montas be investigated
as well.
We ask further that both Ms. Montas and Judge Bernard Saint-Vil,
in charge of the inquiry into Jean Dominique¹s death, be provided
with an assurance of absolute safety by the Haitian government
and sufficient security to back up that promise.
The murders of Jean Dominique, Jean-Claude Louissant and
Maxime Seide, and the assassination attempt on Michele Montas
have once again turned the eyes of the world upon you and your
administration. We urge you, Mr. President, to take advantage
of yet another opportunity for you to provide more than
merely rhetorical evidence of your commitment to justice in Haiti.
