The $100.2 billion is obviously a typo. They meant
millions. Otherwise, the last sentence wouldn't make
sense ... and all the studies and figures about the
Haitian economy would be wrong.

As for the numbers, they are in the right order of
magnitude, I believe, for "official"  (i.e. declared)
exports. Add to that contraband merchandise and the
purchases that are carried daily in people's suitcases
for resale in Haiti, and you could add another 15 to
30 million to that number.
