14650: Edouard - Open Question on funds wasted (fwd)

As Ira J. Kurzban is lecturer on law, refugee lawyer and author of Kurzban’s
Immigration Law Sourcebook in other words an "immigration attorney". Could
someone...anyone please explain the benefit the Haitian people received from
these fees paid over a 6 month period in 2002? I don't know if there are
open public records laws in Haiti. But, is truly alot of money for a poor
country to spend on an immigration attorney in Miami. I could understand a
big powerhouse lobbyist in Washington trying to free up aid. But this is not
the case. Sharing the same ideology does not mean "effective".
