US military will continue to use of temporary incapacitants for riot and
crowd control in lieu of deadly force when deadly force can be avoided.

There is also less risk of permanent injury from these than from billy
clubs, rifle butts and riot batons.  Groups can avoid injury from tear gas
and pepper spray by leaving the area in which it has been dispersed.
