According to the attached email translated , herein lies the profile of the
new chief of Haiti's National Police chief Jean-Claude Jean-Baptiste,
following the resignation of Jean-Nesly Lucien.

In 1990, he was an employee of CARITAS of the Catholic Church in the South
Department of Haiti.  In 1991, he was hired by President Aristide to be the
President Representative (Delegue) in the South Department.  30 September
1991, he organized the assassination of Sylvio Claude by setting him on
fire, using an age-old method of placing a tire around his neck .(Go on the

  Sylvio Claude was a popular political party leader of PDCH.  The same day,
he set aflame the home of Marie Dominique Beauzile, representative of the
MIDH party in les Cayes.  Furthermore, he burned the house and subsequently
attempted to kill Mr. Zephyr, Justice of the Peace of Les Cayes.  In 1994,
he returned to Aristide and worked in the Central Plateau prior to joining
forces with Aristide's particular cabinet.  He was named police chief as of
yesterday, March 25,2003.
