Regional Preparatory meeting of the Third Assembly of Caribbean People


Cap-Haitien, Haiti   April 2003

The social, popular, community, religious, political, cultural, women's
youth and union organizations from Martinique, Curacao, St. Lucia, Puerto
Rico, Trinidad and Tobago, the Dominican Republic, and Haiti present at the
Third Assembly of Caribbean People's preparatory meeting held in Cap
Haitien, Haiti on the 18th-20 of April have decided:

To express our support and solidarity with the Government and People of
Cuba, in a context characterized by the escalation of pressure and
aggression against the Cuban revolution coming primarily from the United
States which supports and encourages actions which endanger the stability of
this Caribbean country and the lives of thousands of people.

This escalation seeks to trample the Cuban People's right to
self-determination in choosing its own political system, threatens Cuba's
independence, and attempts to deepen the economic blockade that has been
imposed upon our brothers for more than 40 years.

In this context that is dominated by war and interference in the internal
affairs of other states, these aggressions seem to be the only path taken by
powerful nations to quench their insatiable thirst for wealth and power over
our planet.  Our region is not spared these threats. Participants in this
meeting maintain that Cuba is not alone. Cuba can depend on the support and
solidarity of all those working so that our people access a better life and
can choose with freedom their own path to peace and the construction of a
just society.

We also raise our voices to demand the liberation of the five Cuban patriots
imprisoned in the United States because they were working to protect their
country from terrorist attacks being planned by mafia groups related to
counter-revolutionaries in Miami. Such attacks could cause the deaths of
many people and the destruction of property belonging to the Cuban people.

The five Cubans imprisoned in the United States have not been treated
equally under US law. They are victims of discrimination. They have been
denied their fundamental rights, have been mistreated, isolated, and forced
to shoulder the burden of all of that society's hate for Cuba and the
socialist revolution.

We declare ourselves against all the aggression directed at the countries in
the Caribbean region and all the other countries in the world. We reaffirm
our belief in peace- the countries of the world must be resolved by the
voice of peace in a framework which guarantees equality and mutual respect.
It is the unavoidable condition to making our world one which guarantees
security for all of its residents.
