 This is the same ax-man accused of killing "Jimmy Poteau" after an
 altercation on the Port-au-Prince wharf that resulted in the shooting of
 local hero "Eliphete" and precipitating the Cite Soley massacre in the
 spring of 1996.  He's implicated in the deaths of a few other people,
 too, and in some gunplay outside the Mairie that resulted in the shooting
 of then-security cheif Belizaire.  At one point USAID wanted this guy to
 head a Port-au-Prince municipal police department!
