Dr. Eustache Jean-Louis
Developing a Medical and Public Health Model to Reach the Haitian Community
Expertise and Capabilities:
Dr Jean-Louis is the present Executive Director of the Center for Community
Health, Education & Research (CCHER), Inc. in Boston. Dr. Jean-Louis brings
many years of experience working with the Haitian community in the face of
the HIV/AIDS epidemic, including his presence and advocacy within the
community during the early years of the epidemic when there was much fear
and stigmatization towards and among Haitians. Dr. Jean-Louis also brings
strong leadership in sound and science-based program and evaluation
development, project management skills and rich understanding of underserved
/marginalized communities to the project, demonstrated by his past track
record of directing past Office of Minority and HRSA SPNS funded projects,
SAMHSA, two CDC- current ( REACH 2010 Phase I and Phase II, and HIV
Capacity Building Project) at CCHER and current CMHS grant for developing
mental health program for Haitian and their families, strengthening Haitian
families how substance abuse in their families . Dr Jean-Louis is an expert
in blending together medical, public health and social disciplines to
improve the quality of life of low income and uninsured/undocumented
clients. He is well known in the Boston AIDS community for his long term
advocacy for getting access for uninsured/undocumented HIV clients Since
1987, he has been responsible for the overall operation of the agency. On a
budget of $ 2.4 M, he has developed many ancillary and supporting services
include a community & hospital based case management, home-delivered meal
program, housing program, group support and community based health education
program, psychosocial education counseling, substance abuse, mental health &
counseling and research/evaluation of program. He is managing and
coordinating many contracts including MA Dept of Public Health, Boston Dept.
Of Public Health Commission (Ryan White Title I and local ) Dimock Boston
Pediatric AIDS Coalition. He has a strong network around the country
working with other Haitian CBOs in New York and Miami. He was two-year
Project Director for Boston Healthy Start Initiative developing workshop and
training on cultural issues affecting maternal and child health care for
local providers working with diverse and ethnic population. He has been the
recipient of many honors including Massachusetts Department of Public Health
, Multicultural AIDS Coalition, Immigrant and Public Health and Richard
Zamor Public Health Leadership Awards. He is a member of the American Public
Health Immigrant Caucus. He is the principal author of a recent published
article (2000) entitled Drug and Alcohol Use Among Boston¹s Haitian
Community: A Hidden Problem Unveiled by CCHER¹s Enhanced Innovative Case
Management, appears in the Journal of Drugs & Society. He appears as
co-authors in more than dozen publications. In the past three years, he has
presented his works at more 10 major national conferences. Dr Jean-Louis
received his medical degree from Cetec University of Dominican Republic in
1983. He is a 1986/1998 graduate of the Master in Public Health program in
health education & promotion and health services at Boston University. He
received his BA in Biology from Northeastern University in Boston in 1980.
He speaks fluently Haitian Creole and French and he is also an average
Spanish speaker. Since the fall of 2000, he has been an adjunct part time
faculty at the University of Massachusetts Boston.
