PROLOGUE

Everybody knows about the problems Salesian Priest Jean Bertrand Aristide
had with his hierarchy, his order and Vatican itself. That's the reason why
he took advantage of the failed coup brought off by Roger Lafontant during
the night of January 7th, 1991 to settle accounts with the catholic
hierarchy.

Indeed, the Aristidians commandos attacked the Vatican ambassador, the
Nuncio, and his assistant who was badly wounded and had to be evacuated to
the Dominican Republic to be tended. They also attacked the Vatican embassy,
the archibishop's house while they just set Port-au-Prince old Cathedral in
fire.

Besides the capital , many county towns were ransacked while several people
(so called "makouts") were mercilessly burnt alive by necklacing , a torture
known in Haiti as "Pere Lebrun".

Same type of violence occurred during the night of January 26th, 1991 after
a false rumor of a coup when 80 people were burnt alive in Port-au-Prince
only, among them two known artists who stupidly lost their life by
receiving necklacing known as"Pere Lebrun".

The reason for all this was to mobilize the population on the occasion of
Jean Bertrand Aristide's departure for France.

In a report to a canadian institution called "Justice et Paix" based in
Montreal, Justice and Peace political analyst Marc Measschalck who stayed in
Haiti from November 28th to December 26th 1990,wrote the following :" He
(Aristide), presented himself at the last minute and finally accepted the
procedure he was criticizing since the beginning, but he put it upside down
in such a way that he turned it to his advantage... He accepted to play the
electoral game like a vodoo initiate would practice catholic ritual without
loosing his sense of independence, with a zest of anarchy and without a real
program..."

Concerning the Lavalas operation , Mr. Maesschalk , wrote the following:"
...Therefore, there is a relationship of complete dependence upon the leader
who has however a well known fame of anti-organizational practice; no group
around him has been able to reach an autonomous status and develop freely
(political parties, organizations of the haitian civil society). This leader
(Jean Betrand Aristide) is spontaneously opposed to any form of control over
his power"....

This report ended as follows : " For the people, Aristide represented the
answer to inflation, unemployment , lack of respect for human rights out of
town and in the factories and even the answer for the commercial trade
deficit of Haiti.

In the short term, the implementation of a couple of great undertaking will
be enough to satisfy the hopes. But in the long term, after the state of
attractiveness is gone, the power will have to choose between repression
(what the haitian people is experiencing today with Aristide version II )
and abandon of power, which is a cruel dilemna for a populist leader.

Aristide was not even governing yet when he started to confirm - and even
beyond reality- what was written in Measschalk report was absolutely true.

We still remember how he sent the Government Commissioner deliver a warrant
arrest to Mrs. Ertha Pascal Trouillot while in the Legislative Chamber's
building, in the middle of his February 7th, 1991 investiture ceremony.

Besides, nobody will forget the new proclaimed power political credo that
was shouted to the world : "From now on, the rich will suffer what the poor
has previously suffered ".

How about this bitter slap in the face of army senior staff members who were
booed by the mob despite provision of 1987 Constitution.

Since then, violations against the Haitian Constitution were countless :
- Dismissal of a General of the Armed Forces who was appointed in 1990 for
three years.
- Appointment of a chief commander general a .i.
- Creation of a service of security for the president known as SSP.
- Institutionalization of " Necklacing " known in Haiti as " Father Lebrun"
promoted to rank of bishop by father Samedi, a fanatic priest .
- Muzzlement of the Haitian Public Administration and Justice. Massive
dismissals of civil servants under the pretext of
" Makoutism " but in reality because they were not partisans of the
Lavalas movement. Indeed a well known " Makout "
Mr. Bayard Vincent was appointed Minister of Justice of Jean Bertrand
Aristide in 1991.

Incarceration without arrest warrant , (like it is done today under Aristide
II in 2003) of hundreds of haitian people who were forgotten, if we can say
so, in the national penitenciary in the accusation of " plotting against
State Security".
- Attempt to give credence to a concept of direct democracy in defiance of
representative democracy as proclaimed in the haitian Constitution.

- Preparation of pre- sealed arrest warrants on behalf of the Chief of
Police of Port-au-Prince for his illegal actions.

- Conflict between the Excecutive and the Legislative powers (the haitan
Legislative of 1991 was forced, under all kind of violent pressure from
Aristide's mob to obey his orders. Jean Bertrand Aristide' direct death
threats through his " chimeres" violence to burn down the haitian
parliament along with haitians congressmen and senators with necklacing
torture called" Pere Lebrun").
