K-12 English Creole bilingual programs have been functioning in NY, NJ,
Boston
and to some ,Dade for years.  By the way, bilingual Creole students do not
seem
to take up residence in US jails. On the contrary, Quite a few well
respected
Haitian American  professionals happen to have been the beneficiaries of
