This is a good question we would like scholar to interpret.
L'Année Strategique 2003 des Editions L'Etudiant, www.letudiant.fr, puts the rate of illiteracy in Haiti @ 45%. Reports from UNDP concur to the same.
A ssound approach could be that we agree on what is literacy? Compared to what? Maybe have some statisticians agree on a curve... Then let the journalists be honest about it so that history can be the judge when the politicians climbs up the praetorium.
