I don’t know how many of you read the Journal of Haitian Studies,
published for the Haitian Studies Assn. by the Center for Black Studies
out of
University of California, but the Fall 2002 publication has an excellent
article by Henry F (Chip) Carey entitled ‘US Policy in Haiti: The
Failure
to Help despite the Rhetoric to Please’.
