As for Port-au-Prince:
You have some in several banks, but usually accessible only at bank work
hours: Promobank in Petion-Ville, Sogebank in Turgeau...
You have some in StarMarts, Texaco Stations, for exemple in Turgeau...
"Sogecash" points they are called.
You have one at the entrance of the Caribbean Market, Delmas 75...

You can therefore easily withdraw cash...
You can also enter a bank and ask for "une avance de cedit"; will require
not your code but an official ID document like a passeport... Unibank in
Petion-Ville is pretty quick for this, not the lower counter but the upper
one, near administration...

But I would be very surprised if there were not at least one in Les Cayes.
