HAITI: PRO-ARISTIDE GANG LEADER FOUND DEAD Amiot Métayer, a
longtime supporter of President Jean-Bertrand Aristide and
the fugitive leader of a gang that terrorized government
opponents with impunity was found dead Monday night in the
town of St. Marc, shot in the heart and in each eye. Mr.
Métayer, 39, was the leader of the so-called Cannibal Army,
a Gonaïves-based gang condemned by the Organization of
American States for having carried out violent attacks on
opponents of Mr. Aristide. He was jailed in 2001 on charges
stemming from a fight with a rival gang, but supporters
freed him in a spectacular jailbreak. Earlier this year,
the authorities voided an arrest warrant against him in
connection with the arson of 20 homes during politically
